8(a) STARS II Government - Wide Acquisition Contract (GWAC)

The 8(a) STARS II GWAC is designed to promote small business utilization when purchasing information technology (IT) services or IT services-based solutions for the federal government. The 8(a) STARS II program is reserved exclusively for qualifying certified 8(a) small business concerns as the prime contractors per Federal Acquisition Regulation (FAR) 19.8.

STARS II Services

TTC, Inc. can provide world-class professional support services to all Federal Agencies, authorized Federal contractors and others as listed in GSA Order ADM 4800.2E. The 8(a) STARS II design consists of two constellations (tiers) based on industry accreditations. TTC is in Constellation I. It includes industry partners with competitive pricing and technical proficiency in four functional areas designated by the North American Industry Classification System (NAICS). These NAICS functional areas are:

 

The Small Business GWAC Acquisition Division offers ordering contracting officers (OCOs) and industry partners the value-added opportunity to send in statements of work (SOWs) and statements of objectives (SOOs) for free advance scope compatibility reviews for the 8(a) STARS II GWAC.

To request a free 8(a) STARS II Scope Review, please follow these steps:

 
  1. Complete the Scope Compatibility Review Request Form for an expedited scope review
  2. Email the completed form along with a copy of the SOW or SOO to sowreview@gsa.gov
  3. Type "SOW review for 8(a) STARS II" in the subject line
  4. Notate within the email any specific questions that should be addressed by the Small Business GWAC Center's Contracting Officer team

  • Multiple award, indefinite delivery indefinite quantity (IDIQ) contract vehicle
  • Five-year base with one five-year option
  • $10 billion program ceiling
  • Directed Order Authority: Directed task orders up to $4 million each are allowed for federal civilian and Department of Defense activities
  • Orders over $4 million are competed amongst the industry partners in the chosen constellation and functional area
