The 8(a) STARS III GWAC is designed to promote small business utilization when purchasing information technology (IT) services or IT services-based solutions for the federal government. The 8(a) STARS III program is reserved exclusively for qualifying certified 8(a) small business concerns as the prime contractors per Federal Acquisition Regulation (FAR) 19.8).

The Small Business GWAC Acquisition Division offers ordering contracting officers (OCOs) and industry partners the value-added opportunity to send in statements of work (SOWs) and statements of objectives (SOOs) for free advance scope compatibility reviews for the 8(a) STARS III GWAC.

To request a free 8(a) STARS III Scope Review, please follow these steps:

  1. Complete the Scope Compatibility Review Request Form for an expedited scope review
  2. Email the completed form along with a copy of the SOW or SOO to sowreview@gsa.gov
  3. Type “SOW review for 8(a) STARS III” in the subject line
  4. Notate within the email any specific questions that should be addressed by the Small Business GWAC Center’s Contracting Officer team

  • $50 Billion program ceiling and five-year base period with one three (3)-year option.
  • Allows for directed award task orders up to $4.5 Million, under the competitive threshold.
  • While some sole source orders are flagged as “high risk,” this is not the case with 8(a) directed orders.
  • Contract types include: Fixed-Price, Time-and-materials, Labor Hour, and Incentives. Allow for directed awards on task order up to $4.5M.
  • Permits other direct costs to include ancillary services and/or equipment that the Government determines to be integral and necessary to the IT services-based solution.
  • Pre-competed, easy-to-use contract with streamlined ordering procedures.
